Professional Background

Craig undertook his law degree at Swansea University, after which he completed the Legal Practice Course at Cardiff University.

Craig trained with the in-house legal team at Dover District Council before moving to Swindon Borough Council, where he focused on procurement and commercial contract issues. Craig joined M&A in January 2008 as a solicitor in the commercial projects department.

Area of Practice

Craig has significant experience across a range of commercial work and he brings to our team a particular insight into the public sector approach to commercial issues, procurement and outsourcing.

He has advised extensively on the application of the European Procurement regime, assisting in the drafting, preparation and negotiation of contract documents and council procedures required to approve and execute the same. He was part of the in-house legal team advising Dover District Council on its participation in Kent County Council's PFI Extra Care Housing Scheme before he moved to Swindon Borough Council.

At Swindon Borough Council Craig undertook a range of contract and commercial work including advising its schools in relation to contractual issues.

Since joining M&A, Craig has advised numerous clients in both the public and private sector. He has been able to extend his experience of advising the public sector in the educational field through his involvement in several educational projects for which M&A have been appointed as legal adviser.

In April 2008 acting for West Sussex County Council, Craig assisted Deryn with the completion of a variation to an existing PFI scheme by the County Council and BAM PPP, involving the addition of a new £4 million multi-purpose facility.

Craig assisted Rachelle with the commercial issues arising in the Midhurst Rother College (Academy) project led by West Sussex County Council, which has been operated by United Learning Trust (ULT) since 1 January 2009. He was involved with all commercial aspects of the project including review of ULT's funding agreement with the Department for Children, Schools and Families.

He also assisted Rachelle with a further Academy for Shoreham in West Sussex, again led by West Sussex County Council and ULT.

In the waste sector, Craig is part of the team currently negotiating with West Sussex County Council's preferred bidder for its £200million (capital cost) material resource management contract. He has assisted and supported Deryn in negotiations and drafting of the project agreement as well as advising the Authority on commercial issues as well as local government and procurement law.

Craig is also currently advising on the procurement of organisations to provide supported housing facilities in West Sussex through the establishment of a framework agreement for use by multiple contracting authority operating in West Sussex, and the hiving off a part of the Authority's business to a social enterprise.
