Professional Background

Frances graduated from the Royal Military College of Science in Engineering before moving into law and attending the University of Birmingham and the College of Law in Guildford. Frances trained with M&A and qualified in September 2008.

Area of Practice

Frances' area of practice is planning and commercial property including both litigious and non litigious matters. She specialises in a wide variety of both public and private sector work.

Frances has been involved in a number of Judicial Reviews involving various public bodies including the Environment Agency and Brecon Beacons National Park Authority.

In the case against the Brecon Beacons National Park Authority the Claimants were challenging the grant of planning permission for a significant caravan site development at the gateway to the Brecon Beacons. The Claimants were successful despite a four year lapse of time between the grant of the permission and the application.

The case against the Environment Agency raised important issues relating to the implementation in the UK of the European Landfill Directive.

Frances' wider litigation experience includes involvement in a professional negligence claim against a firm of technical advisors worth £54m which eventually settled out of court in our clients favour.

Frances also advises Neath Port Talbot County Borough Council in relation to its waste disposal activities and contracts and the Council's waste disposal company in relation to property and planning matters.

In addition to the above Frances has experience in advising both public and private sector clients in relation to planning agreements, property development joint ventures, boundary disputes and highways issues.
