Professional Background
Shaun is a specialist in local government law, procurement, planning, highways and commercial projects (including PFI/PPP) having over 20 years experience in advising on these areas (9 of which were spent as in-house solicitor in local authorities in South Wales. He joined M&A in October 2009 from Veale Wasbrough where he was Head of Local Government.
Area of Practice
He has led over 10 PFI/PPP projects including:
- waste projects such as Blaenau Gwent/Torfaen (IVC and AD), Hills/Wiltshire (EfW and MBT) Poole (MRF), Silent Valley (Landfill Gas Generation);
- highways projects such as Caerphilly SEW Road PFI, Newport SDR Road PFI and Cardiff Street Furniture PPP;
- strategic partnerships such as Somerset ISiS (£500m+ project involving 3 Authorities and IBM), Capita Gwent Consultancy (involving 4 Authorities and Capita) and Carmarthenshire’s Property and Engineering joint venture;
- housing projects such as Nuffield Staff accommodation, Cheltenham’s St Paul’s Regeneration and Cherwell’s Housing project
He has also provided the planning, procurement, commercial and public law support for over 20 other PFI/PPP projects (eg. Neath Port Talbot waste PPP, Zagreb Motorway PFI, the West Sussex waste PFI, Chippenham Town Centre and Abergavenny Cattle Market regeneration projects; Cerediggion, Wiltshire and Bridgend Schools PFI projects and MoD’s Corsham PFI project).
Shaun was the only legal representative on NAW’s Land Use Planning Forum whose advice resulted in Planning Guidance Wales Revision No. 2 and has advised on significant schemes such as a housing development at Malvern MoD site including preparation to appeal.
He has advised on countless CPO schemes (including Llanhilleth CPO and Eastern Bay CPO) from drafting the relevant papers to contesting compensation claims and various other statutory orders including byelaws, traffic regulation orders and commons orders.
He advised WAG on the successful defence of a procurement challenge and regularly advises Authorities on procurement strategy and risk as well as administrative law issues such as the successful defence of a claim for repayment of ERDF.
